วันที่ 31ต.ค. 65 เวลา 11.00 น. ที่ กองบัญชาการตำรวจท่องเที่ยว พล.ต.ท. สุคุณ พรหมายน ผู้บัญชาการตำรวจท่องเที่ยว ได้มอบหมายให้ พล.ต.ต. อภิชาติ สุริบุญญา โฆษกกองบัญชาการฯ แจ้งต่อสื่อมวลชนกรณีวันฮาโลวีนว่า
ด้วยวันที่ 31 ต.ค. เป็นวันฮาโลวีนของทุกๆ ปี ซึ่งเป็นความคิดและธรรมเนียมมาจากต่างประเทศ สถานที่ท่องเที่ยวและสถานบริการหลายแห่งอาจมีการจัดงานฉลองรื่นเริง มีกิจกรรมพิเศษกันเพื่อความสนุกสนานและเพื่อประโยชน์ทางธุรกิจ
ตำรวจท่องเที่ยวเห็นว่า ประเทศไทยมีลักษณะเป็นพหุนิยมด้านวัฒนธรรมประเทศหนึ่งของโลกอยู่แล้ว คนไทยให้ความเคารพต่อความคิด ความเชื่อและวัฒนธรรมที่หลากหลายและได้มีลักษณะเช่นนี้มาหลายร้อยปีตั้งแต่อดีตกาล การจัดงานรื่นเริงและมีกิจกรรมจึงเป็นการส่งเสริมการท่องเที่ยวของประเทศและชุมชนอีกทางหนึ่งด้วย
แต่อย่างไรก็ตาม ความปลอดภัยคือปัจจัยสำคัญอย่างยิ่งที่ผู้จัดงานรื่นเริงและจัดกิจกรรมควรต้องคำนึงถึง โดยเมื่อคืนวันที่ 29 ตุลาคม 2565 ที่ผ่านมา ประชาชนหลายคนคงได้รับทราบข่าวโศกนาฏกรรมครั้งใหญ่ที่เกิดขึ้นย่านอินแทวอน กรุงโซล ประเทศเกาหลีใต้แล้ว ซึ่งเป็นสถานที่จัดงานฉลองวันฮาโลวีนที่มีชื่อเสียงแห่งหนึ่งในโลกก็ว่าได้
ด้วยอาจเป็นเพราะเป็นครั้งแรกที่รัฐบาลลดมาตรการการเฝ้าระวังการแพร่ระบาดเชื้อหลังจากสถานการณ์โควิดลงและอนุญาตให้มีการจัดงานรื่นเริงได้ ส่งผลให้มีผู้คนเดินทางไปยังย่านดังนี้เป็นจำนวนมาก
แต่นักท่องเที่ยวที่มีจำนวนมากจนเกินไปในสถานที่ที่คับแคบทำให้เกิดการเบียดเสียด อัดแน่น และเกิดการล้มทับแบบโดมิโน่ในเวลาต่อมา การล้มทับส่งผลให้เกิดการเหยียบย่ำกันเองโดยไม่ตั้งใจ เกิดการขาดอากาศหายใจ และทำให้นักท่องเที่ยวทั้งในและต่างประเทศเสียชีวิตมากกว่า 150 คน รวมทั้งบาดเจ็บอีกจำนวนมากด้วย
ในนามของตำรวจท่องเที่ยว ขอถือโอกาสนี้ แสดงความเสียใจอย่างสุดซึ้งต่อเหตุการณ์ที่เกิดขึ้นในครั้งนี้ และขอเป็นกำลังใจให้กับครอบครัวผู้สูญเสียผู้อันเป็นที่รักทุกคน
รวมทั้งขอเป็นกำลังใจให้กับรัฐบาลเกาหลีใต้ ตำรวจเกาหลีใต้ และผู้ที่มีส่วนเกี่ยวข้องทุกข้องทุกท่านที่กำลังจะแก้ไขเยียวยาสถานการณ์อันแสนเศร้านี้ให้ฟื้นคืนกลับมาโดยเร็ว
ขอถือโอกาสนี้อีกครั้งหนึ่ง ฝากคำแนะนำและคำเตือนด้วยความห่วงใยไปยังนักท่องเที่ยว เจ้าของธุรกิจ หรือผู้มีส่วนเกี่ยวข้องทุกคนที่กำลังจะจัดงานจัดกิจกรรมทุกท่านว่า หากจะจัดงานรื่นเริงฉลองวันฮาโลวีนในวันนี้ ก็ขอให้คำนึงความปลอดภัยของนักท่องเที่ยวเป็นหลัก ศึกษาบทเรียนที่เกิดขึ้นอย่างรอบคอบ อย่าจัดงานและกิจกรรมที่เสี่ยงต่อการผิดกฎหมาย และเป็นการทำลายบรรยากาศการท่องเที่ยว
ที่สำคัญ อย่าทำสิ่งใดที่เป็นการทำลายคุณค่าของคนท้องถิ่นที่มีเขามีชีวิตร่วมกับเราอยู่ อย่าทำลายความเชื่อถือของชุมชนและประเทศที่เรากำลังเดินไปได้อย่างสวยงามในเรื่องของการท่องเที่ยวซึ่งเป็นรายได้หลักของประเทศทางหนึ่ง
พล.ต.ต. อภิชาติฯ กล่าวอีกว่า ตนเชื่อว่า หลังจากสถานการณ์โควิด พี่น้องประชาชนทุกภาคส่วนทราบและเข้าใจเป็นอย่างดีแล้วว่า การท่องเที่ยวนั้นมีส่วนสำคัญต่อเศรษฐกิจของประเทศมากเพียงใด
ขอให้นักท่องเที่ยวทุกท่านสนุกสนานกับการท่องเที่ยวในวันฮาโลวีน และเที่ยวอย่างมีสติและปลอดภัย ต้องการความช่วยเหลือหรือประสงค์จะแจ้งเหตุใดที่เกิดขึ้นกับนักท่องเที่ยว โทรหมายเลขด่วน 1155 ได้ทันที ตำรวจท่องเที่ยวยินดีพร้อมให้บริการ 24 ชั่วโมงด้วยภาษาต่างประเทศหลัก 5 ภาษา ได้แก่ อังกฤษ รัสเซีย จีน ญี่ปุ่น และเกาหลี
Tourist police warn of Halloween Day
Today (31 October 2022) at 11:00 a.m. at the Tourist Police Bureau, Pol Lt Gen Sukhun Prommapyon, Commissioner of Tourist Police has assigned Pol Maj Gen Apichat Suriboonya, spokesman of this Bureau to Inform the media about Halloween Day that as we have known the 31st October of every year is Halloween Day, which is a thought, belief and custom from abroad. Many tourist attractions and entertainments may have a festive celebration and special events for fun and business benefits. As having said that, the tourist police would like to say that Thailand is a culturally pluralistic country of the world and Thai people always respect the beliefs and cultures of all countries. We have become like this for hundreds of years since ancient times. Definitely, organising festivals and activities is a way to promote tourism of the country and community.
However, Mr Spokesman said, safety is an extremely important factor that festival and event organizers should keep in mind. On the night of October 29, 2022, many people must have heard the news of the great tragedy that happened in Intaewon, Seoul, South Korea. This is one of the most famous Halloween celebrations in the world. It may also be because it is the first time the government has reduced its criteria after the coronavirus situation and allowed festivals to be held. As a result, a large number of people then travel to Intaewon. But too many tourists in the confined spaces led to overcrowding, and subsequent dominoes toppled. Falling over results in accidental trampling on one another, suffocation and causing the deaths of more than 150 domestic and foreign tourists, including many injuries.
On behalf of the Tourist Police Bureau, Mr Spokesman took this opportunity to express his deepest condolences to the catastrophe that happened this time, and would like to give our mind supports for all the families who lost their loved ones, as well as giving mind supports to the South Korean government, South Korean police, and all those involved who are going to rectify this tragic situation as soon as possible.
Once again, Pol Maj Gen Apichat took the opportunity to leave advice and cautions with concern to tourists, business owners and all those involved in organising activities that if you are going to celebrate Halloween today, please consider the safety of tourists as a priority. Study the lessons carefully. Do not organise events and activities that risk to break the law. The activities should not destroy the atmosphere of tourism. Importantly, do not do anything that destroys the value of the local people who have lived with us. Do not undermine the image of the community and the country where are walking beautifully in terms of tourism which is one of the country’s main income sources.
Pol Maj Gen Apichat added that he believed that after the Covid situation, all people in all sectors have known and understood very well that how important the tourism is to the country’s economy.
